Quarterly Progress Reports
This quarterly report is created to comply with Colorado House Bill 24-1454 and to demonstrate Delta County’s commitment to meeting the digital accessibility requirements outlined in House Bill 21-1110, part of the Colorado Anti-Discrimination Act (CADA).
Digital Accessibility Statement
Delta County is dedicated to providing online services accessible to the widest possible audience, regardless of technology or ability. Our goal is to deliver an online experience conforming to the Web Content Accessibility Guidelines (WCAG) version 2.1, level AA criteria. These guidelines help make web content accessible to users with sensory, cognitive, and mobility disabilities, ultimately benefiting all users.
Our website is a significant step towards making all County services more accessible. We welcome feedback on improving our technology’s accessibility and requests for accommodations for any Delta County service. If you encounter any accessibility barriers, please let us know. Reasonable accommodation requests are processed as quickly as possible, though timing may vary depending on the nature and complexity of the request.

Accessibility Features
Some of the steps we are taking to help ensure accessibility on our websites include:
- Using clear and simple language
- Using appropriate color contrast
- Providing alternative text for images and other non-text content
- Ensuring that all pre-recorded videos have closed captions and audio descriptions
- Ensuring that our website and its components are compatible with assistive technologies, including screen readers and speech recognition software

Progress-to-Date
- The Accessibility Allstars have finalized the Digital Accessibility Plan. The plan is in place and actively managing the accessibility process for the county internally and externally. A work session with the Commissioners is currently being scheduled to review the policy with them and county administration.
- The redesign process of the county website continues with a push back of the launch date to late July or early August. With the redesign we will have additional control over the site to ensure more accessibility and a better user experience for all.
- Basic accessibility training has been offered to all current employees who have an email account. This same training will be part of the new employee onboarding process moving forward per the directive of the Digital Accessibility Plan.
- An accessibility request form has been added to the website to offer a third option for people to easily report accessibility issues.
- Following the standard operating procedures created by the Digital Accessibility Plan, digital asset evaluation and remediation continues with the help of the Accessibility Allstars and the Digital Accessibility Coordinator.

Q3: June 24, 2024
Progress-to-Date
Delta County is in the process of hiring a dedicated full-time Digital Accessibility Coordinator. This position will provide general oversight, technical leadership, expert guidance, coordination, and support for Delta County’s websites and digital accessibility compliance. Responsibilities of this position include:
- Acting as a contact resource for digital accessibility accommodation requests.
- Coordinating with the State of Colorado Office of Information Technology (OIT) to meet technology accessibility requirements, including compliance with Colorado HB21-1110.
- Creating, maintaining, and reviewing compliance with Delta County’s Digital Accessibility Plan.
- Participating in the design, evaluation, and validation of digital products used within the County’s digital information platforms.
- Providing digital accessibility training for employees who create public-facing content.
Accessibility Plan
Digital Accessibility Statement: Delta County has posted a Digital Accessibility Statement on all public-facing web pages of the main deltacountyco.gov website, including information on how to request reasonable accommodations.
Monsido Compliance Tool: The County has purchased and implemented Monsido, a third-party compliance and analytics tool, to measure accessibility compliance and identify digital content that needs remediation. This tool generates weekly reports identifying pages and content with accessibility issues, broken links, misspellings, etc. Future plans include posting real-time metrics from Monsido on the Digital Accessibility Statement webpage.
Training for Content Creators: The County provides digital accessibility training for digital content creators. This training includes using built-in accessibility checker tools in applications like Microsoft Word, Excel, and Kofax Power PDF. Each County department is responsible for creating accessible content.
Accessibility Remediation Tools: Key content creators will be provided with purpose-built content accessibility remediation tools.
Vendor Collaboration: The County is working with current and potential vendors to ensure accessibility is incorporated into vendor-supplied applications and public-facing websites.
Reasonable Accommodation Process: The County has established a reasonable accommodation process that does not rely on web access or digital accessibility. This includes a dedicated phone number that routes callers to the appropriate department for assistance accessing public information.
Grievance Process: The County is working on establishing a grievance process administered by the County Attorney’s Office.

Delta County has hired a Digital Accessibility Coordinator to provide the following services:
- Acting as a contact resource for digital accessibility accommodation requests.
- Coordinating with the State of Colorado Office of Information Technology (OIT) to meet technology accessibility requirements, including compliance with Colorado HB21-1110.

A project roadmap has been established which divides the development and implementation of our Digital Accessibility Plan into four phases. Phase one is on track and scheduled to be completed by October 31, 2024. This phase includes:
- The hire and installation of the Digital Accessibility Coordinator.
- Identifying key personnel in each department responsible for creating or managing digital assets and evaluating their current level of knowledge and training.
- Obtaining a comprehensive inventory of all digital assets used by each department and an assessment of their conformance level in regards to (WCAG) version 2.1, level AA criteria.
- A review of the current accessibility feedback process.
- A review of the current procurement process to insure compliance within our developing Digital Accessibility Plan.

- Delta County has established the Accessibility Allstars, a team consisting of the most talented and knowledgeable digital creators and accessibility champions throughout the county. Under the guidance of the Digital Accessibility Coordinator, this team has started the collaborative work associated with establishing our counties Digital Accessibility Plan in concordance with HB 21-1110.
- The county has acquired and installed the AudioEye overlay tool on our main county website. This tool assists people with accessibility struggles in two ways:
- It provides a way for users to adjust various settings on the website so they may choose the best way to view the site and its content in a way that accessible to their specific needs.
- The software will inspect the backend coding of the whole site and make the necessary changes to improve accessibility for those with assistive technology.
- We have have started the redesign process of the main county website. This redesign will be conducted with accessibility in mind in regards to ease of use, color choices, and logical flow.
- Our Accessibility Allstars are actively evaluating training options and standard operating procedures in regards to website updates and PDF form uploads. In addition, this team is actively composing the Digital Accessibility Plan document which will outline the basis for our counties Digital Accessibility Plan.
- The county was granted licenses from Colorado SIPA to the CommonLook form checker and remediation tool. The Accessibility Allstars are actively evaluating this software as a potential tool in making all our PDF's accessible.
- The Digital Accessibility Coordinator has applied and become a member of the IAAP (International Association of Accessibility Professionals). This organization will provide the coordinator and our county with even greater access to trainings and collaboration with accessibility professionals all over the world, both public and private sectors.

- The Accessibility Allstars are finalizing the Digital Accessibility Plan as mandated by HB 21-1110. The team is on track to have a final copy for review by the county administration in June or July.
- The AudioEye accessibility tool continues to work in the background our county website to resolve accessibility issues while providing a custom user experience through its site manipulation tools. We are excited about how this tool will continue to provide a better user experience for all Delta County residents and community members.
- We are in the revision stage of our main website redesign. We anticipate a June launch of the new design, but are not hard pressed to meet this deadline.
- A training platform for current and new employees has been established and agreed upon. This program will automatically issue accessibility training to all employees that are issued a county email. More advanced training is available for all current and future Allstar team members.
- Accessibility audits have begun for all active use documents. Remediation currently will be handled by the Digital Accessibility Coordinator.
- The Digital Accessibility Coordinator has been recognized as a member of the International Association of Accessibility Professionals. This membership will pave the way for future training, collaboration, and certification opportunities.
