Delta County Emergency Telephone Service Authority
The Delta County Board of County Commissioners has been designated by Intergovernmental Agreement (IGA) with the below-listed jurisdictions to act as the Emergency Telephone Service Authority (ETSA) for Delta County and to direct 911 functions related to the Delta County Communications Center.
Agencies part of the IGA designating the Delta County Board of Commissioners to act as the ETSA:

- Town of Cedaredge
- Town of Paonia
- Town of Crawford
- Town of Hotchkiss
- Town of Orchard City
- North Fork Ambulance Association (now North Fork Ambulance Health Service District),
- Delta County Fire Protection Districts 1 through 5 (Delta, Paonia, Cedaredge, Hotchkiss and Crawford)
- Delta County Memorial Hospital District (now Delta Health)
- Delta County Ambulance District (formerly Cedaredge and Delta Ambulance services separately)
The Board of County Commissioners serve as the governing body for the Delta County 9-1-1 Service Area and regulate the Emergency Telephone Charge (ETC) for the 9-1-1 Authority. The day-to-day administration of the 9-1-1 Dispatch Center is overseen by the Sheriff and Undersheriff and the Office of Emergency Management serves as the E911 Program Manager.
The Delta County E9-1-1 Authority is empowered with operation of the 9-1-1 emergency telephone service for the following areas and telephone exchanges:

The Delta County ETSA also includes wireless communications within Delta County and portions of eastern Montrose County and Western Gunnison counties as shown on our Public Safety Answering Point (PSAP) boundary map as pictured above. The authority is authorized to collect an emergency telephone service charge for all landline, wireless and VoIP telephones within our service area.
Current ETC Rate:
- The current ETC Rate for Delta County 9-1-1 until February 1, 2026 is $1.97 per line per month.
- Effective February 1, 2026 the rate increases to $2.17 per line per month.

9-1-1 Telephone Service Provider Emergency Telephone Charge (ETC) Remittance Requirements

Filing Frequency and Deadlines
Pursuant to C.R.S. 29-11-103(5), a 911 service provider must remit fees to Delta County on a monthly basis UNLESS the governing body establishes a payment schedule via resolution that differs from this section.
Effective February 1, 2026 the following applies to ALL telecom service providers collecting Emergency Telephone Charges for the Delta County 9-1-1 Service Area:
- ALL telecom service providers must remit payment for the Delta ETC to Delta County via Check, no later than the last day of the month following the close of the preceding month. We do not accept ACH for ETC payment.
- ALL telecom service companies MUST utilize the Delta County E911 remittance form. Failure to utilize the required form and remittance of incorrect checks may result in late fees and interest being assessed against your company.
- It is the telecom provider’s responsibility to ensure any check remitted is accompanied by the completed remittance form, that all calculations are correct and that the check amount matches the amount due (minus the 2% allowable service fee). Checks that are incorrect may be subject to late fees and interest.

To assist Delta County Emergency Management in maintaining accurate contact information for Telecom Providers who provide telephone services and 9-1-1 access in Delta County and remit ETC payments to Delta County, we are asking all telecom providers to provide an annual update to your contact information to Delta County.
The contact information provided will be used by County staff in the event of an error on an ETC check, other payment issue and for future ETC rate change notifications via US Mail and Email.
